COP-3: my personal impressions

It has been a good and productive process by many measures. There has been a lot of work done in between COP-2 and COP-3, and the progress in terms of developing and approving guidelines has been fantastic. Many parties delegations have been following the process of FCTC negotiations from the onset and this is helpful—the feeling of "this is impossible" or "no idea where are we heading", experienced in the beginning of FCTC negotiations has largely being substituted by a feeling of "yes, we can do it", "many countries are doing it". In terms of content we do have enough evidence-based interventions that can guide us in shaping effective guidelines. On the other hand, there are some challenges that need to be faced and tackled urgently in order to make it work at implementation level. The FCTC implementation needs to be adequately funded and a lot of follow-up work needs
