ABSTRACT

In 1983 and 1986, the International AdvertisingAssociation (IAA) published an original version and then arevision of a report entitled "Tobacco Advertising Bans andConsumption in 16 Countries," which were edited by J JBoddewyn, a marketing professor. The reports concludedthat tobacco advertising bans have not been accompaniedby any significant reduction in tobacco consumption.Opponents of tobacco advertising restrictionstrumpeted the IAA reports in print materials, mediacommunications and legislative hearings during the 1980sand beyond. A new analysis of tobacco industrydocuments and transcripts of tobacco litigation testimonyreveals that British American Tobacco ghost-wrote theIAA reports and that the Tobacco Institute (the tradeassociation then representing the major US cigarettemanufacturers) helped to arrange for Boddewyn topresent the findings to the US Congress and the media.Further research on tobacco industry documents andtobacco litigation transcripts should assess whethertobacco industry sources were responsible for ghostwritingother studies favourable to the industry.
